Long been the purview of the airline program, it seems that the US government is planning on screening everyone who leaves or enters the US through one of its borders. That includes US Citizens. Those who leave by car, truck, or on foot will now be screened, and assessed as potential terrorists. That profile will be assigned a number (the higher the number, the more likely you are to be a terrorist), and that information will be kept on record for forty years! Yes, you read that right. That will also include “pointers” to such data as credit card records and phone records.
