It’s not that we’re all crazy in assuming that the government (and particularly the military) would target its own people in an attempt to sway public opinion against an enemy; there were once plans to do just that. Granted, these were Joint Chiefs documents that were rejected by civilian authority at the time, but it’s not so far-fetched to think that the government might actually plan something (or at least allow a planned attack) to sway public opinion.
